"Currently, I am Deputy Prosecuting Attorney for the 14th Judicial District. In this capacity, my responsibility is to protect citizens of Baxter, Boone, Marion and Newton Counties from criminal elements and injustice. Whenever possible, I try to be of help to victims of crime and their families. I also work closely with Drug Court, a program designed to help rehabilitate substance abusers."
A degree in history with a semester at Oxford University in England led Carter to study law, which he views as the foundation of progress and civilization, adding that one of his favorite quotes is by William Pitt: Where law ends, tyranny begins. "As a kid," Carter says, "I did research and kept files on geography and sports. I got to be an expert on game rules and sometimes refereed in intramural sports to help pay tuition, so I soon learned my job in that role was to know, understand and interpret rules in effect, not make new ones, and definitely to be impartial in decisions."
Born in Alaska to a Navy family, Carter has always had a close relationship with his father's family in the Ozarks. Familiarity with Ozark people and values led him to choose Arkansas to be his home. He lives in Yellville with his wife, Karen Garrett Carter, formerly of Flippin and their three sons, one who attends Arkansas State University, Mountain Home; another is at Yellville-Summit Middle School. Karen and Chris are the grandparents of Kyle Ray Carter.
Active in local school, church and civic events, Carter is treasurer and board member of the South Shore Soccer Association and associate member of the Mountain Home Fraternal Order of Police.
